This is only a One-Time fee - so when our customer purchase a device, and let's say we got it from Apple or Samsung to name a few. They're completely locked, no services cannot be used on it whatsoever. So AT&T undergo this process of activating them so that the services can finally work on it.



 



So this fee is actually like the set up fee for these new devices.
